The motion requests LA City Planning to report back in 45 days with options to amend sections of the LAMC to allow “shelters for the homeless,” and other forms of interim housing to be established and operated on properties located outside of the current zones in place during a declared shelter crisis. LAMC has also been asked to return with a report that considers “where shelters can operate as a matter of right,” allowing for a broader scope of interim housing solutions by “reducing or eliminating certain objective zoning requirements [and] revising existing … standards to reflect current best practices,” according to the motion. “PPCC opposes the motion … and specifically opposes any changes to the city’s zoning regulations that would allow homeless shelters to be constructed by right in R1 areas, without regard to otherwise applicable zoning restrictions, location or consideration of impacts on the community, and in any other zones where they are not currently allowed by right,” the letter states. “We also oppose any proposal to make temporary or interim homeless shelters permanent, without regard to otherwise applicable zoning restrictions, location or consideration of impacts on the community.”
