Victorian coroner Simon McGregor has described the conditions in the lead-up to the 37-year-old Gunditjmara, Dja Dja Wurrung, Wiradjuri and Yorta Yorta woman's death as "harrowing", while labelling the state's bail laws a "complete and unmitigated disaster".
